(assign|release)_proto_idx() wrongly check find_first_zero_bit() failure
by condition '(prot->inuse_idx == PROTO_INUSE_NR - 1)' obviously.
Fix by correcting the condition to '(prot->inuse_idx == PROTO_INUSE_NR)'
