virt: acrn: Make remove_cpu sysfs invisible with !CONFIG_HOTPLUG_CPU

Without cpu hotplug support, vCPU cannot be removed from a Service VM.
Don't expose remove_cpu sysfs when CONFIG_HOTPLUG_CPU disabled.
