Pull power management fix from Rafael Wysocki:
 "Change the default EPP (energy-performence preference) value for the
  Emerald Rapids processor in the intel_pstate driver.

  Thisshould improve both the performance and energy efficiency (Pedro
  Henrique Kopper)"
