MIPS: Delete use of ARCH_WANT_OPTIONAL_GPIOLIB

The Loongson1 added a new instance of ARCH_WANT_OPTIONAL_GPIOLIB
which is no longer required to have GPIOLIB available in
Kconfig. Delete it.
