On platforms that use cpufreq_for_each_* macros, build fails if
CONFIG_CPU_FREQ=n, e.g. ARM/shmobile/koelsch/non-multiplatform:

Fix this making cpufreq_next_valid function inline and move it to
cpufreq.h.
