platform/x86: mlx-platform: Add dependency on PCI to Kconfig

Add dependency on PCI to avoid 'mlx-platform' compilation error in case
CONFIG_PCI is not set.

Failed on i386:
CONFIG_ACPI=y
CONFIG_ISA=y
