docs/zh_CN: add the translation of kbuild/kconfig.rst

Finish the translation of kbuild/kconfig.rst and move kconfig
from TODO to the main body.

Update to commit f6314b76d826 ("docs: kbuild/kconfig: reformat/cleanup")
