ACPICA: Interpret SIDP structures in DMAR

ACPICA commit af51f730e0bccf789686cea68e116d5f0b27aacb

Added in revision 3.4 of the VT-d spec. To support SIDP, part of the
previously reserved field in the device scope structure was used to
create a 1-byte "Flags" field.
