phy: phy-rockchip-samsung-hdptx: Depend on CONFIG_COMMON_CLK

Ensure CONFIG_PHY_ROCKCHIP_SAMSUNG_HDPTX depends on CONFIG_COMMON_CLK to
fix the following link errors when compile testing some random kernel
configurations:
