drm/amd/display: Rename panic function

drm/amd/display: Rename panic function

Rename dc_plane_force_update_for_panic to
dc_plane_force_dcc_and_tiling_disable to describe the function operation
in the name. Also, this function might be used in other contexts, and a
more generic name can be helpful for this purpose.
