wifi: iwlwifi: mvm: remove IWL_EMPTYING_HW_QUEUE_DELBA state
This state can never be entered, since the last place using it was
removed with non-DQA mode in commit
c8f54701bdbf ("iwlwifi: mvm:
remove non-DQA mode"). Clean up this code too.
