config: Use the xen-acpi-processor instead of the cpufreq-xen driver.

The xen-acpi-processor (CONFIG_XEN_ACPI_PROCESSOR=y) is a more modern
version of the cpufreq-xen driver that can automatically inhibit
the cpufreq scaling drivers.
