scsi: libfc: send LOGO for PLOGI failure

scsi: libfc: send LOGO for PLOGI failure

When running in point-to-multipoint mode PLOGI is done after FLOGI
completed. So when the PLOGI fails we should be sending a LOGO to the
remote port.
