ixgbe: Resolve cppcheck format string warning

ixgbe: Resolve cppcheck format string warning

cppcheck warns that the format string is incorrect in the function
ixgbe_get_strings().  Since the value cannot be negative, change the
variable to unsigned which matches the format specifier.
