mm/compaction: only set skip flag if cc->no_set_skip_hint is false

mm/compaction: only set skip flag if cc->no_set_skip_hint is false

Keep the same logic as update_pageblock_skip, only set skip if
no_set_skip_hint is false which is more reasonable.
